October 20, 1992 CBGOO5 United States Department of Justice Office of the United States Trustee Middle District of Pennsylvania Suite 503 225 Market Street Harrisburg, PA 17101 IN RE: C.B.G., Limited Case No. 5-92-00525 Valley Utilities Co., Inc. 5-92-00617 The Oneida Water Co. 5-92-00619 Subject: Unsecured Creditors Committee Dear Sirs: Valley of Lakes Civic Association was incorporated in 1976 to represent the interests of the property owners in the Valley of Lakes Development. We currently have over 420 voting members who own at least one lot each, in our organization. As you are aware, there has been a lot of resistance of the unsecured creditors committee to take any action on this case. The had been no meeting for months and to this date the has been no meeting other than the one you started on September 2. The chairman was not present for that meeting and even though a decision was made to retain an attorney, no action has been reported to us. There are several key issues including one which may determine the ultimate direction of this case, being heard on Thursday Oct. 22. We are very concerned the unsecured creditors will not be represented. In addition another Notice of Termination has been issued for the electric power to the sewer and water utilities. Since these issues cannot be addressed through the current unsecured creditors committee we respectfully request some action. During our Annual Fall Meeting I reported on the lack of any meeting of the unsecured creditors committee other than to elect a chairman. A motion was made and carried unanimously to circulate a petition to you to form a committee representing the hundreds of creditors known a property owners. Please find the one hundred plus signatures we could get in this short period. I hope you will grant our request. Thank you for all you help to date as well as you consideration of this petition. Sincerely, /s/ Randy A. Galgon RAG/bch enclosures cc: Alan Young - Hanna Young and Upright PETITION to U.S. Trustee We request that a separate creditors committee be appointed, representing the property owners of lots in what is known as the Valley of Lakes Development: Valley of Lakes Civic Association board should be appointed to the committee. This committee should have all the rights of any unsecured creditors committee. Respectfully /100+ signatures/
